DocuSign IAM costs $45 per user per month for Starter, $50 for Standard and $80 for Professional, all on an annual commitment, and only Standard and Professional include unlimited envelopes, sent through the web app and subject to a reasonable use policy. Both unlimited plans need at least three users, so the cheapest way to get unlimited envelopes from DocuSign is $1,800 a year even for one person.
IAM is a good buy for a team that will use DocuSign's AI agreement repository and workflows. It is an expensive way to get rid of an envelope cap. If sending volume is the real problem, SignSend Pro is $490 a year for unlimited documents on one account login, and you can send your first document free to check it fits.
How much does DocuSign IAM cost?
DocuSign IAM (Intelligent Agreement Management) costs $45 per user per month for IAM Starter, $50 per user per month for IAM Standard and $80 per user per month for IAM Professional, all on an annual commitment. Standard and Professional have a 3-user minimum, so the smallest IAM Standard account is $1,800 a year and the smallest IAM Professional account is $2,880 a year. IAM for Enterprise is quoted by sales and starts at 5 users.
Those are the figures on DocuSign's own IAM plans page, in US dollars, before tax. The page labels the price "Annual | Billed monthly", which means you pay in twelve monthly installments but you are committed to the full year. Here is what each plan adds up to at the head counts small companies actually have.

Does DocuSign have unlimited envelopes?
Yes, but only on IAM Standard and IAM Professional, and only for envelopes sent through the DocuSign web app. None of the eSignature plans (Personal, Standard or Business Pro) is unlimited. Personal stops at 5 envelopes a month, and Standard and Business Pro both include 100 envelopes per user per year on the annual plan.
DocuSign's footnote on the IAM page sets three limits on the word "unlimited", and each one matters if you are buying IAM for volume:
- Web app only. "Unlimited envelopes are included when sent through the web application. This allowance is not applicable to other sending methods." Envelopes sent through the API or an integration do not ride on the unlimited allowance.
- Reasonable Use Policy. The unlimited send volume "is subject to Docusign's Reasonable Use Policy", so it is unlimited for normal business use, not a bulk mailing channel.
- Automation sends are capped separately. Web Forms, PowerForms and bulk send share an allowance of 10 sends per user per month or 100 per user per year, depending on your billing cycle. On IAM Professional, bulk send is not unlimited even though ordinary envelopes are.
IAM Starter does not include unlimited envelopes at all. It carries the same 100 envelopes per user per year as eSignature Standard, at $15 more per user per month.
What is the cheapest DocuSign plan with unlimited envelopes?
The cheapest DocuSign plan with unlimited envelopes is IAM Standard at $1,800 a year, because it costs $50 per user per month and must be bought for at least 3 users. Even a one-person business that only wants the envelope cap gone pays for three seats. Verified nonprofits get IAM Standard at $22.50 per user per month, or $810 a year for the 3-seat minimum, on DocuSign's nonprofit plan page.
Many buyers look at the $1,800 figure and ask whether it is cheaper to stay on eSignature Standard and pay overage. DocuSign publishes its overage rates: on an annual Standard plan an extra envelope is $3.00 if you prebuy it and $3.60 pay as you go. Here is how the three routes compare for one sender at different volumes, using the pay as you go rate.

The crossover between Standard with overage and IAM Standard sits at exactly 500 documents a year for one sender. Below that, overage is cheaper than IAM. Above it, IAM is cheaper than overage. A flat price account at $490 a year is below both lines from about 137 documents a year onward, as long as you do not need IAM's AI repository, workflows or integrations.
Is DocuSign IAM worth it for a small business?
DocuSign IAM is worth it for a small business that will use its agreement repository, AI search and no-code workflows, and has at least three people who each need their own login. It is poor value for a small business that only wants to send more documents for signature, because the unlimited allowance is the cheapest part of what IAM sells and it comes bundled with three seats and a year's commitment.
Here is what the IAM money actually buys on top of eSignature, from DocuSign's plan table:
- Agreement Manager, an AI repository that processes new documents without a cap and takes a one-time import of 5,000 historical documents per user for new IAM customers.
- AI search and analysis, including AI-assisted data extraction from signed agreements.
- Workflow Builder, with 1 workflow on Starter, 3 on Standard and 10 on Professional.
- Document generation and AI-driven template creation on every IAM plan.
- On Professional only: web forms, PowerForms, locked templates, bulk send and conditional logic, which match eSignature Business Pro.
If a legal or operations lead will run those workflows every week, IAM earns its price. If the honest answer is "we just need to stop counting envelopes", you are paying $1,800 or more for a repository nobody opens.
DocuSign IAM Starter vs Standard vs Professional
The three self-serve IAM plans differ on four things: the envelope allowance, the minimum seat count, the number of workflows and whether you get the Business Pro sending features. Everything else in the AI layer is the same across all three.

The oddity is IAM Starter. At $540 per user per year it costs $180 more than eSignature Standard ($360) for the same 100 envelopes a year. The extra buys the AI repository and one workflow, not capacity. Anyone moving to IAM to escape the cap has to go to Standard or higher.
How much is DocuSign IAM for 3, 5 and 10 users?
DocuSign IAM Standard costs $1,800 a year for 3 users, $3,000 for 5 users and $6,000 for 10 users. IAM Professional costs $2,880, $4,800 and $9,600 for the same head counts. These are list prices on the annual commitment before tax, with no add-ons such as SMS delivery or ID verification.

Once three or more people send, the minimum stops mattering and IAM Standard is simply $20 more per user per month than eSignature Standard, in exchange for unlimited web app sending and the AI layer. When a flat price account costs less than DocuSign IAM
A flat price account costs less than DocuSign IAM whenever what you need is sending volume rather than an AI agreement repository. SignSend Pro is $490 a year billed yearly, or $49 a month, for unlimited documents and unlimited signers on one account login. That is $1,310 a year less than the cheapest IAM plan with unlimited envelopes.
The trade is real and it should be spelled out. SignSend takes one PDF up to 20MB per send, has no integrations, no AI repository and no workflow builder, and the account has one login rather than named users with their own permissions. It does give every document an audit trail with signer, timestamp and IP address, and a certificate of completion, and signatures are valid under the US ESIGN Act and state UETA laws. Business at $990 a year adds bulk send to up to 200 recipients per send.
A sensible test: send one real document through SignSend free before you sign a year of IAM. If the signing flow and the audit trail cover what you actually do each week, the difference pays for a lot else. Can you get DocuSign IAM on a monthly plan?
DocuSign's IAM plans page prices IAM Starter, Standard and Professional as annual commitments paid in monthly installments, and states the yearly commitment next to each price: $540, $1,800 and $2,880. It does not advertise a cancel-any-month IAM plan the way it does for eSignature, where month to month runs $15, $45 and $65 per user.
That matters when you budget: the three-seat IAM Standard account is a $1,800 commitment the day you buy it. DocuSign only accepts refund requests in the first 30 days, so read the renewal date into your calendar the day you subscribe. What decides whether DocuSign IAM is worth it

Do you need unlimited, or just more
One sender at 250 documents a year pays about $900 on eSignature Standard with overage, half the $1,800 IAM floor. IAM only pulls ahead on overage past 500 documents a year per sender.
How many people need their own login
IAM Standard and Professional start at three users. If one or two people send, you are paying for seats nobody uses just to reach the unlimited allowance.
Will anyone use the AI repository
Agreement Manager, AI search and extraction and Workflow Builder are what IAM really sells. If nobody will open them each week, that is most of the price going unused.
How you send
Unlimited covers envelopes sent through the web app. API sends do not ride on it, and bulk send, Web Forms and PowerForms share a separate 100 per user per year allowance.

List everyone who will send documents over the next twelve months. Under three, IAM Standard still bills you for three.

Pull last year's sends per person. Under 100 each, eSignature Standard covers you. Between 100 and 500, overage is cheaper than IAM.

Who DocuSign IAM fits, and who overpays for it
A legal ops team with a contract backlog
Five people, hundreds of legacy agreements to import, renewals to track and workflows to build. IAM Standard or Professional fits, and the repository alone can justify the price.
A solo operator who hit the envelope cap
One person sending 300 documents a year. IAM Standard means paying $1,800 for three seats. Overage on eSignature Standard is about $1,080, and a flat account is $490.
A property manager with seasonal renewals
Lease renewals arrive in waves and blow through 100 envelopes a year by spring. Unlimited sending is the need, not AI analysis, so a flat price account usually wins.
A sales team sending from Salesforce
If contracts go out from a CRM, the unlimited allowance does not apply to those sends, and the integration is the reason to stay with DocuSign. Price the automation allowance carefully.
