Those two answers point at different products because the cheap tiers are cheap for one reason: they cap how much you can send. We priced nine services on their own pricing pages, and this article ranks them both ways.

The pricing detail that catches nearly everyone: seat minimums

• SignSend is priced per account with no seats at all. Pro is $12 a month for unlimited documents and unlimited signers. It has no team accounts, so this works when the sending is done from one account, not when four people each need their own login.

Four of these services have a permanent free tier rather than just a trial. All four gate it on send volume.

• Jotform Sign Starter: 10 signed documents a month, inside the wider Jotform free account limits.
• Zoho Sign Free: 5 envelopes a month, confirmed on Zoho's pricing page August 23, 2026.
• PandaDoc Free: 5 documents a month.
• SignSend Free: 3 documents a month with up to 2 signers each, and downloads carry a watermark.

DocuSign does not have a free tier of this kind. It runs a free trial, and the free account you keep afterwards is a signing account rather than a sending one, which is the distinction most "is it free" articles miss.

What the cheap tiers leave out

Across all nine services the same five capabilities sit above the entry plan, and they are the reason upgrade paths exist. Check whether you need any of them before you rank on price at all.

1. Bulk send. Sending one document to 50 recipients at once is a paid upgrade almost everywhere: DocuSign Business Pro, SignNow Business Premium, PandaDoc Business, SignSend Business at $29 a month.
2. Custom branding. Your company name and logo on the signing page. On DocuSign this is Standard and above; on Dropbox Sign it forces the two seat Standard plan.
3. Payment collection during signing. DocuSign Business Pro and PandaDoc Business. Not offered at all by most of the cheap tiers.
4. SMS delivery and identity verification. Usually metered separately. Zoho sells these as prepaid credits at roughly $50 per 500 credits, and DocuSign includes 5 SMS deliveries and 5 identity verifications as a one time bonus on Standard rather than a recurring allowance.
5. API access. Almost always its own product line with its own price. DocuSign's developer plans start at $50 a month, and its annual figures are exactly twelve times the monthly ones, so there is no annual discount on that side of the catalog.

A note on the Adobe Acrobat numbers

Adobe is the one vendor in this comparison whose list price we could not read directly from Adobe. Its pricing pages have blocked every route we have tried, and current third party roundups disagree with each other, some quoting $12.99 a month for Acrobat Standard and $19.99 for Pro, others quoting $14.99 and $16.99. We have marked the Adobe row as approximate rather than repeat a number we cannot check. How to actually pick the cheapest one for you

Four numbers settle it, and none of them is the headline price.

1. Documents sent per month, counted from last year. Not estimated. Pull the real figure from your outbox or your current tool's activity report. Everything else follows from it.
2. How many people send. This is the difference between a $96 bill and a $1,764 one. People who only sign never need a seat anywhere.
3. Whether you can prepay twelve months. If not, use the monthly column and re-rank.
4. Which of the five paid capabilities above you genuinely need. If the answer is none, the cheapest plan that clears your volume is the right plan, and the feature comparison charts are noise.
