Is Jotform Sign free?
There is a free tier. Jotform's Starter plan costs $0 and includes 10 signed documents a month along with the rest of the free account limits. It is a genuine free plan rather than a trial, so it does not expire, but 10 documents a month is a hard ceiling that most businesses pass in the first week.
Treat the free tier as a way to test whether the signing flow suits your clients, not as a plan you can run a company on. Once you are executing agreements as part of normal operations, you are on Bronze or above.
What counts as a signed document in Jotform?
A signed document is counted when a signature workflow completes, so the meter tracks executions rather than sends. Practically, that means every finished agreement, every countersigned copy, and every corrected version you have to reissue and re-execute draws down the same monthly pool.

Does Jotform Sign charge per user?

Count your peak month, not your average
Signing volume is lumpy. Take the busiest month of the last year, not the twelve month average, because the cap applies monthly and an overrun stops signatures.
